Inspect and discard any damaged beans. Rinse under cold running water. Place beans in a large bowl, add enough tepid water to cover 2 inches above beans. Soak at room temperature overnight. Drain and rise the beans in the morning.
Preheat oven to 350 degrees F
On the stovetop warm the oil in a 2-quart dutch oven. Add onion, garlic and bell peppers, and saute until softened but not browned (about 5 minutes).
Add beans, ham hock, broth, water, cumin, oregano, salt and pepper and stir well.
Place covered dutch oven in preheated oven for 2 hours.
Remove the ham hock and let cool. Remove any lean meat, discarding any skin, fat and bones. Stir the meat into the beans.
